PRODUCT REGISTRATIONS WITH THE NMPA COMPLETED

The Chinese cosmetics market is one of the fastest growing and largest cosmetics markets in the world. It needs to be protected, controlled and managed. In China, this is done through the Cosmetics Hygiene Supervision Regulations, which were passed in 2020. On 1 January, the CSAR (Cosmetics Supervision and Administration Regulation) came into force, replacing the existing regulations on the supervision of cosmetics hygiene. It aims to ensure the quality and safety of cosmetics by improving supervision and management and controlling the manufacture and operation of cosmetics in order to protect consumer health.

Registration of cosmetics

As part of the CSAR, China introduced a system for managing ingredients for new cosmetic ingredients (INCIs). INCIs that are not listed in the Inventory of Existing Cosmetic Ingredients in China (IECIC) must undergo a registration or notification procedure before they can be used in cosmetics. The National Medical Products Administration, or NMPA for short, is a Chinese administrative authority responsible for the registration, compliance and standards management of medicinal products, medical devices and cosmetics for the Chinese market. To submit a notification dossier, the „Ingredient Quality and Safety Related Information“ form in Annex XIV is required, which must be submitted within three years of using the notified INCI. The form in Annex XIV contains the raw material name and basic information, a brief description of the manufacturing process of the ingredient, the necessary quality control requirements, etc. Once this form has been submitted by a company (e.g. Cosphatec) via the NMPA's platform for ingredient safety information, the code for submitting ingredients is automatically generated and communicated to customers.

Once the INCI notification has been completed, a three-year monitoring period begins. INCIs that do not pose any safety concerns during this period are included in the IECIC.

Registration now complete

The submission process began last year and took several months. We are proud to now have the corresponding registration numbers and to be able to provide our customers with the information.
