The Chinese cosmetics market is one of the fastest growing and largest cosmetics markets in the world. This market must be protected, controlled and managed. This is done in China through the 2020 Cosmetics Hygiene Supervision Regulations. On 1 January 2021 the CSAR (Cosmetics Supervision and Administration Regulation) came into force and replaces the existing Cosmetics Hygiene Supervision Regulations. It aims to ensure the quality and safety of cosmetics by improving supervision and management and controlling the manufacture and operation of cosmetics to protect the health of consumers.
Registration of Cosmetics
Under the CSAR, China introduced an ingredient management system for new cosmetic ingredients (INCIs). INCIs that are not listed in the Inventory of Existing Cosmetic Ingredients in China (IECIC) must go through a registration or notification process before being used in cosmetics. The National Medical Products Administration, or NMPA, is a Chinese administrative agency that handles the registration, compliance and standards management of medicines, medical devices and cosmetics for the Chinese market.
In order to submit a notification dossier, the form “Ingredient Quality and Safety Related Information” in Annex XIV is required and must be submitted within three years of the use of the notified INCI.
The form in Annex XIV contains the raw material name as well as basic information, a brief description of the ingredient’s manufacturing processes, necessary quality control requirements, etc. Once this form has been submitted by a company (e.g. Cosphatec) via the NMPA’s ingredient safety information platform, the ingredient submission code is automatically generated and communicated to customers.
Once the INCI notification is completed, a three-year monitoring period begins. INCIs that do not show any safety issues within this period will be included in the IECIC.
Registration now completed
The submission process started last year and took several months. We are now proud to have the relevant registration numbers and to be able to provide the information to our customers.
